Land Appraisal Consultant for Land Valuation in Jailolo, West Halmahera

REQUEST FOR AN EXPRESSION OF INTEREST (CONSULTATION SERVICES – COMPANY SELECTION) INDONESIA Geothermal Energy Upstream Development Project (GEUDP) Project ID: GEF Grant Number TF0A4086 and CTF Grant Number TF0A4089 Assignment Title: Land Appraisal Consultant for Land Valuation in Jailolo, West Halmahera Reference number. (according to Procurement Plan): GDE-REF-19 PT Sarana Multi Infrastruktur (Persero) (PT SMI) has received a grant from the International Bank for Reconstruction and Development (IBRD – World Bank) for the costs of the Geothermal Energy Upstream Development Program (GEUDP), and intends to apply part of the proceeds of this grant to payments GEUDP project procurement. PT SMI has entered into a subsidiary agreement with PT Geo Dipa Energi (Persero) (PT GDE) which will act as the Implementing Party for this project procurement activity. The land procurement mechanism can be implemented through either purchasing or renting the land. To ensure good project governance, including the land acquisition process, it is crucial to conduct an assessment of both the land and any assets located on it. This ensures that the process of purchasing or leasing land is carried out in a fair manner, in accordance with applicable regulations and fair value principles. In order to obtain accurate information regarding the land value in the area, PT Geo Dipa Energi (Persero) (GDE) plans to engage an independent appraiser. This will be done by appointing an experienced Public Appraisal Service Office (KJPP), tasked with assessing the land and its assets within the project area. PT GDE is now inviting qualified consulting companies (“Consultants”) to express their interest in providing the Services. Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform the Services. Interested consultants must provide sufficient information indicating that they are qualified to perform services such as company brochure/profile, description of similar assignments (including location/country, name of Employer/Client, type of services provided, term of contract, number of contracts, date start and finish) and the availability of appropriate skills among permanent staff. The selection criteria should be based on the information provided by the company based on the following:

  1. Have a valid Public Appraiser business permit as a public appraiser with classification as property appraisal services from the Ministry of Finance.
  2. Registered as KJPP at OJK.
  3. KJPP has never received and/or is currently receiving sanctions from the Ministry of Finance.
  4. Preferably having experience working with international financing institutions/government or working for projects financed by international financing institutions/government funds.
  5. Completion of at least two (2) appraisal works on land and the assets.
  6. List of work in progress in providing assessment services for selling and/or land rental prices as well as compensation for plants and/or buildings on land that will be used in road, mining, and/or geothermal projects.

Interested Consultants' attention is drawn to paragraph 1.9 of the World Bank Guidelines: Selection and Placement of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”), which outline the World Bank's policy regarding conflicts of interest. Consultants can join other companies in the form of joint ventures or sub-consultancies to improve their qualifications. In the case of associations, the EOI must clearly determine whether the association is in the form of a Joint Venture (all members are jointly and severally responsible for the entire assignment), or a Sub-consultancy. In the case of a joint venture, the member company appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of joint venture members, not sub-consultants, will be considered in the EOI evaluation process. Consultants will be selected in accordance with the Selection Based on Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
