Assignment Title: Civil Infrastructure FEED for Jailolo Exploration Drilling

PT Sarana Multi Infrastruktur (Persero) (PT SMI) has received a grant from the International Bank for Reconstruction and Development (IBRD – the World Bank) toward the cost of Geothermal Energy Upstream Development Program (GEUDP), and it intends to apply part of the proceeds of this grant towards payments of procurement under the GEUDP project. PT SMI has entered into a subsidiary agreement with PT Geo Dipa Energi (Persero) (PT GDE), who will act as an Implementing Party for the procurement activities of this project.

The Civil Infrastructure Front-End Engineering Design (FEED) will provide a full range of technical services in support of PT GDE’s Exploration Management Unit (EMU) to provide technical data of FEED (report, specification, calculation, drawing, estimated budget and material take off) for Jailolo drilling infrastructure based on Civil and Structural Design Guideline that has been provided by The Employer. The Consultant must improve the design guidelines based on their experience, expertise, and local conditions. In addition, The Consultant also shall provide ToR, timeline and engineering estimates that will be used in Design & Build tender stage.

PT GDE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consultants must provide sufficient information indicating that they are qualified to perform the services such as brochures/company profile, description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates) and availability of appropriate skills among permanent staff. The shortlisting criteria shall be based on the information furnished by the firms based on the following below:

  1. Completion of at least two (2) FEED/DED works that covering civil infrastructure during the past seven (7) years.
  2. Completion of at least two (2) topography and soil investigation survey during the past seven (7) years.
  3. Experience in civil infrastructure design in green field area.
  4. Experience working for a geothermal or oil & gas company in the engineering sector.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members jointly and severally liable for the entire assignment), or Sub-consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
